The UN Refugee agency has been working in Ukraine since 1994 and established a country office the following year. A host country agreement was signed in September 1996.

Ukraine acceded to the 1951 Convention relating to the status of refugees and the 1967 Protocol in 2002. A 2011 law regulates the treatment of refugees and other persons of concern in Ukraine In 2013, Ukraine acceded to the two UN Conventions relating to the status of stateless persons (1954) and on the reduction of statelessness (1961).

Working with Partners

  • The humanitarian response to the internal displacement situation in Ukraine is a coordinated effort by the Government, international organizations, national and international NGOs. For the protection of refugees and asylum seekers, UNHCR cooperates with the Government and national NGOs. UNHCR works closely with 14 partners and other operational partners to provide protection and assistance to persons of concern.

  • The Protection Cluster, led by UNHCR, coordinates protection delivery and monitors the protection situation in both government and nongovernment controlled areas. The Cluster, coordinating activities in both Kyiv and in the field, ensures appropriate advocacy and response to needs, prioritizing the most vulnerable and informing the response of other humanitarian actors. The Protection Cluster consists of 75 partners.

  • The Shelter and Non-Food Item Cluster, led by UNHCR and co-chaired by the NGO People in Need (PiN), monitors and reports on shelter, and non-food item needs of IDPs in government and non-government controlled areas. The Cluster coordinates the delivery of shelter and NFI material assistance to IDPs informed by protection needs. The Shelter and NFI Cluster consists of 40 partners.
